Australian Army’s lost automatic machine gun found in East Timor (Timor Leste).

An Australian Army automatic gun was Tuesday, 24/4/07, found by a civilian in Ermera District in East Timor. The gun was on the side of the road close to area of Aifu in Ermera when Mr Mesquita, a Portuguese citizen, found while driving.

Noticing that was an Australian gun fully loaded and with telescope he returned to Ermera to return it. On the way he found two Australian soldiers, their name Doig and Heena, and returned the gun to them.

Australian army in Dili, East Timor, has officially thanked Mr Mesquita for his good deed in returning the gun and assured him an investigation is on to avoid events like this happening in future.

Australians Troops leave Same and return to Base in Dili

Timor Leste / East Timor 24th April 2007

After more than a month in Same since the failed attempt to arrest Major Alfredo in Same on the 4th March 20007 were 5 Timorese man died, Australian troops return to their barracks in Dili.
On Monday 23rd April 07, last Australian troops were seen by the locals driving their armed cars back to Dili.
The population rejoiced with the event of the army leaving and greeted many of Major Alfredo's man that suddenly appeared from the bush near by. Major Alfredo is to be back in Same sometimes this week.
Alfredo's Lawyers had few meetings with with the representatives of Government and International forces to find a peaceful solution to this war
The church has been mediating and domiciliary arrest is one of Major Alfredo's request and conditions are being drafted by the government and his lawyers and a final draft of conditions may be available in days for both sides to discuss.

Tropas Australianas retiraram-se ontem (Segunda feira 23/2/07) do Posto de Same com destino a Dili depois de mais de um mes ali desde o ataque falhado para capturar o Major Alfredo Reinado no dia 4 de Marco ultimo.

Entretanto, Segundo Manufahi Timor Leste apurou, as tropas do Major Alfredo que se encontravam a volta do posto ja comecaram a fazer seguranca em Same com a finalidade de receber o Major Alfredo dentro de dias.

Entretanto Major Alfredo esta a espera de documentos que os seus advogados possam o servir de acordo com as finais obtidas durante varias reunioes que tiveram com os representantes do Governo Timorense e Internacionais referentes a uma future detencao domiciliaria do Major.

Deve-se notar no entanto o esforco da Igreja no sentido mediativo para uma solucao pacifica entre o governo e o major.

DILI, April 13 (Reuters) - The $5 billion development of the Greater Sunrise gas fields in the Timor Sea may begin soon, senior officials said on Friday, as they press for building the bulk of the project onshore East Timor.

East Timor's parliament ratified a pact with Australia in February, to evenly split royalties from Greater Sunrise, estimated to hold 8 trillion cubic feet (Tcf) of gas and up to 300 million barrels of condensate.

Investors led by operator Woodside Petroleum Ltd. (WPL.AX: Quote, Profile , Research) have been waiting for the deal to be ratified before committing to the development, whose oil and gas deposits officials say are key to the tiny country's economic independence.

But there has also been debate on whether to transport the gas to Darwin in northern Australia, process it at sea at an offshore plant, or bring it via pipeline to East Timor for export from an onshore liquefied natural gas (LNG) facility.

East Timor Prime Minister Jose Ramos-Horta, one of the leading candidates in this week's presidential election, said the government preferred a pipeline to East Timor.

"I and, of course, the Timorese government, Timorese people prefer that the pipeline comes to Timor Leste. It's a much shorter route, but there are technical difficulties, cost difficulties," he told reporters on the sidelines of an energy conference in the capital, Dili.



Ramos-Horta said he had proposed that the World Bank be a neutral entity and do an independent study on the matter with a binding recommendation.

"Whatever they recommend, we should accept it. I propose the World Bank immediately contact everybody, prepare terms of reference and we all agree with the terms of reference," he said.

Greater Sunrise was frozen in 2004 while waiting for Canberra and Dili to resolve their differences over the revenue split.

"Lack of action... jeopardises East Timor's (energy) future. LNG development takes years and the clock is ticking," Peter Cockcroft, who advises East Timor's prime minister on energy, told the conference.

"Timor Leste is geologically prone to relatively small oilfields. It is necessary to accelerate this onshore development," he said, referring to the proposed LNG project.

East Timor's energy minister, Jose Teixeira, said development of the field could start in one or two years.

ENERGY-SUFFICIENT

Benefits from an onshore LNG project include more than $20 billion in additional wealth over the life of the project and permanent job and skill creation, Cockcroft said.



The project -- which involves Woodside, Royal Dutch/Shell (RDSa.L: Quote, Profile , Research) (RDSb.L: Quote, Profile , Research) and Japan's Osaka Gas Co. Ltd. (9532.T: Quote, NEWS , Research) -- is expected to start production in 2013 and generate about $40 billion in its lifetime.

"Our vision is to make Timor Leste energy-sufficient, which we can do, and also to become a production hub, a processing and refining hub, for this part of the world," Teixeira told Reuters on the sidelines of the conference.

A main theme of the presidential elections has been on pledges to better manage exploitation of energy reserves. Ramos-Horta looks set to hold a run-off in the poll on May 8 with the president of the ruling Fretilin party, Francisco Guterres, after no candidate got more than half the vote in Monday's polls.

Teixeira said the economic gains from bringing a gas pipeline onshore to the young, impoverished nation would be enormous.

"It's not just the gas but it's the energy you can generate for your people to provide cheaper electricity from clean fuel, it's the fertiliser plant, the methanol plant, the ammonia plant, it's all the other things you can do from this," he said.

East Timor, which gained independence in 2002 after a period of U.N. administration following separation from Indonesia in 1999, has annual per-capita gross domestic product of $400, among the lowest in the world, and a poverty rate of 50 percent.

Ramos-Horta assina carta a pedir congelamento da contagem

Díli, 13 Abr (Lusa) - José Ramos-Horta reuniu com os cinco candidatos que pediram quarta-feira à Comissão Nacional de Eleições (CNE) o congelamento da contagem e vai assinar a carta endereçada a Faustino Cardoso, director da CNE, afirmou à Lusa candidato e primeiro-ministro.

"Eu assino" a carta, afirmou José Ramos-Horta à Lusa, à margem de uma mesa-redonda promovida pelo gabinete do primeiro-ministro sobre a exploração do gás natural no Mar de Timor.

"Apoio totalmente as suas preocupações porque as alegações de irregularidades são gravosas, ao ponto de chegar a constituir crime", explicou José Ramos-Horta.

Quarta-feira, cinco candidatos enviaram ao presidente da CNE uma carta exigindo "o congelamento imediato da contagem" dos votos, alegando, entre outros motivos, a existência de irregularidades e incidentes de "terror e intimidação" durante as eleições.

"Como primeiro-ministro, não posso pactuar com acções atribuídas a uma agência do Estado, responsável pelas eleições, que é o STAE, acusada de ser co-responsável nessa fraude", referiu.
O Secretariado Técnico de Administração Eleitoral (STAE), dependente do Governo, é um dos órgãos de coordenação das eleições, juntamente com a CNE.

As declarações foram proferidas pouco depois de o porta-voz da CNE, padre Martinho Gusmão, ter admitido a possibilidade de repetição parcial das eleições de 09 de Abril, perante a escala das irregularidades encontradas até agora.

"É verdade? Não é verdade? Fizemos o pedido de investigação e a entidade competente dirá", explicou ainda Ramos-Horta.

O primeiro-ministro e também candidato à Presidência da República ficou em segundo lugar, e estaria em condições de passar à segunda volta, de acordo com os resultados provisórios divulgados quarta-feira pela CNE.

Sobre a possibilidade de repetição de eleições, Ramos-Horta afirmou apenas que "não especula" e que aguarda pelas decisões da CNE e do Tribunal de Recurso.

CNE admite problemas graves e possível repetição parcial

Díli, 13 Abr (Lusa) - A Comissão Nacional de Eleições de Timor-Leste identificou "irregularidades muito graves" na contagem dos votos das presidenciais de segunda-feira porque o resultado dos candidatos não bate certo com os votos válidos e admite recomendar a repetição parcial da votação.

Em conferência de imprensa, o porta-voz da CNE, padre Martinho Gusmão, referiu que foram detectados "problemas muito sérios em Díli, em 59 das 113 secções de voto".

"A soma de votos nos candidatos não bate certo com o total de votos válidos e nalguns casos a diferença é de 100 (votos)", referiu o porta-voz.

"Há irregularidades muito graves. Díli é um desastre. Em relação às 59 mesas há um falhanço" na contagem dos votos, realçou o responsável da CNE.

Além de Díli, também nos distritos de Aileu, Ainaro, e Bobonaro, há 95 secções de voto com "situações muito, muito difíceis", acrescentou o responsável, sem especificar de que tipo de irregularidades se trata.

A CNE está neste momento a analisar o distrito de Baucau, onde o número de votos considerados nulos é "enorme", acrescentou Martinho Gusmão.

A comissão admite poder "vir a recomendar ao Tribunal de Recurso a repetição parcial de votações" e considera que, dadas as irregularidades detectadas "a segunda volta pode vir a ter quaisquer candidatos.

Com os resultados parciais divulgados anteriormente pela CNE, estavam já praticamente garantidos na segunda volta, a 08 de Maio, o candidato apoiado pela Fretilin, Francisco Guterres "Lu-Olo", e o primeiro-ministro, José Ramos-Horta, candidato independente.
Numa outra conferência de imprensa esta manhã, Martinho Gusmão admitia já um "falhanço técnico" e a "falta de formação técnica" dos órgãos eleitorais".

O porta-voz da CNE disse ainda que os resultados finais serão entregues no domingo ao Tribunal de Recurso, respeitando o prazo legal, desde que foi iniciada a contagem nacional, na quinta-feira. O processo será entregue ao Tribunal de Recurso e há um período de 24 horas para a apresentação de queixas ou pedidos de impugnação.

O resultado final, ainda provisório, das eleições presidenciais de 09 de Abril será anunciado "domingo de manhã" em Díli (sábado à noite em Lisboa), encerrando sete dias de "missão impossível", declarou hoje o porta-voz da Comissão Nacional de Eleições.


O padre Martinho Gusmão procurou explicar pormenores do escrutínio em curso e esclarecer várias acusações de irregularidades na contagem, no dia em que começou o apuramento nacional concentrado em Díli.

Três dias depois das eleições, continua por divulgar o número de votantes e, portanto, o nível de afluência às urnas entre os mais de 522 mil eleitores recenseados.

"O que impede a divulgação do total de votantes?", insistia hoje um observador internacional, precipitando-se sobre a mesa do porta-voz à margem da conferência de imprensa da CNE.

"É o número mais simples de todos", acrescentou.

"O sistema timorense não é muito fácil", respondeu Martinho Gusmão.

"Não digo que a lei e o regulamento são um sistema sofisticado, mas é complicado. Nós temos só uma opção a seguir".

"É uma serpente, senhor", resumiu o porta-voz da CNE, que hoje falou de "orgulho" mas também de "humildade", reconhecendo o "falhanço técnico" e a "falta de formação técnica" dos órgãos eleitorais.

"O apuramento do centro de votação é posto no sistema electrónico. Fica-se com um 'print' e o computador fica com um ponto de interrogação", explicou o sacerdote.

"E pense ainda que os timorenses tiveram dois dias para treinar isto. Por isso é uma missão impossível, mas nós estamos a fazer um trabalho fantástico".

Depois do apuramento a nível de distrito, todo o material foi concentrado em Díli e começou hoje o apuramento nacional.

"Reexaminamos todos os documentos, sobretudo os documentos sobre votos nulos", explicou Martinho Gusmão.

Não há nova contagem em Díli de todos os votos.

O exame dos resultados segue a ordem alfabética dos 13 distritos: Aileu, Ainaro durante a tarde e, até ao fim do dia de hoje (princípio da tarde em Lisboa), Baucau e Bobonaro.

"Amanhã de manhã continuaremos com o distrito de Díli", explicou Martinho Gusmão.

O "congelamento imediato da contagem", exigido dia 11 por cinco dos oito candidatos presidenciais, "está fora da base legal da CNE".

Pelo contrário, está a ser aplicado o segundo ponto da carta dos cinco candidatos ao presidente da CNE: a contagem na presença de representantes dos oito candidatos presidenciais e respectivos partidos.

O apuramento ficará concluído até sábado e o resultado final, provisório, será anunciado "domingo de manhãzinha".

O processo será entregue ao Tribunal de Recurso e há um período de 24 horas para a apresentação de queixas ou pedidos de impugnação.

"A conclusão será feita pelo presidente do Tribunal de Recurso", concluiu Martinho Gusmão.

"Não é uma decisão da CNE e muito menos do porta- voz da Comissão", comentou o sacerdote.

O apuramento final de cada distrito será anunciado "no fim, de uma só vez", afirmou Martinho Gusmão.

"É para melhorar a situação. Senão, todos os dias os candidatos não iam dormir", concluiu.

Nobel peace laureate Jose Ramos Horta and former guerrilla fighter from the biggest party of Fretelin Francisco Guterres Lu-Olo will contest in the second round of the presidential election in Timor-Leste on May 8, the country's electoral commission announced Wednesday.

The two leaders were on the top two of the counted ballot papers from all 13 districts of the new nation as Lu-Olo was in the first position with 28.79 percent of votes and followed by Horta with 22.60 percent, the spokesman of the commission, Martinho Gusmao, told a press conference.

"Horta and Lu-Olo will go to the second round," he said.

Both leaders have said that they would put stability and economy on top of their agenda if they win the election.

They have promised to heal the wound of the nation, which was heralded as a success in the nation-building since the half-island nation got independence in 2002 after 24 years ruled by Indonesia.

Since the beginning of the election process, many predicted that the statesman Horta who spearheaded an overseas campaign for his country's independence from Indonesia in 2002 was among the strongest nominee.

"We have surprised that Mr Frabciscus Guterres Lu-Olo came as the winner for the time being," said Gusmao.

The spokesman said that the third position was placed by Fernando Lasama de Araujo of the Democratic Party with 18.52 percent of votes, then Mr. Franciscus Xavier de Amaral with 12.82 percent of votes and the rest are less then 10 percent.

The spokesman said the number of the valid votes counted was only 357,766.

However, he declined to comment how many of the registered 522, 933 voters went to cast their votes to 705 polling stations on Monday's election.

He said that the commission would facilitate complaints and make some recount, but it would not significantly affect on the final result of the first round of the election.

"The possibility of change by the revision would not significantly affect the final result of the tabulation," said Gusmao.

On the complaints of the election, the spokesman said that the commission would facilitate such kind of disagreement and it would be processed by law.

"There is a process to appeal to the court, and the higher court would make a decision on that," he said.

Separately, five other candidates, including Fernando "La Sama" de Araujo held complaints, saying there were serious irregularities, including manipulation and intimidation, on the voting and counting processes.

They said that they would appeal to the court.

The Monday's election ran very peaceful, ruling out security fears.

Horta said that the people had shown their maturity.

But some still wary of the potential of new violence as long as the root of problems have not been yet fully addressed.

Eight presidential candidates are running for the presidency in the mainly Roman Catholic nation to replace the position of the incumbent President Xanana Gusmao.

Horta sought to trade his position to the President of the nation due to he will have got more chance to bring progress to his country.

Gusmao, a former guerrilla leader and an ally of Horta, is not running for re-election as president, but plans to seek the more powerful post of prime minister in separate parliamentary elections later this year.

Gusmao, who was elected in 2002 as Timor-Leste's first president, has formed a political party to contest parliamentary elections later this year.

The presidential post of the tiny nation is largely ceremonial in a parliamentary government but many hope the winner will bring unity of the nation beset by regional rivalry, rebellious security forces and disillusionment among citizens five years after the joyous celebrations of independence.

The spokesman Gusmao said that the new government is to be established on Sept. 11.
